What is Post-purchase offer?
A post-purchase offer is an extra product offered after payment, on a page before the order confirmation, so it does not interrupt the original checkout.
Shopify's Help Center says Buy X get Y discounts created in the Shopify admin do not apply to the post-purchase page at checkout, so offers there need an app or a different discount mechanism.
Because the first order is already complete, a declined offer costs nothing.
