Selling into California: discounts, delivery charges and a cart discount plan
For a Shopify store selling into California, a useful question is what the state does with the money in an order. Three rules from the California Department of Tax and Fee Administration decide how a discount, a shipping line and a handling fee are taxed: a retailer's own coupon is left out of taxable sales, separately stated delivery by a common carrier is not taxed, and handling is generally taxable. Add a remote seller line of 500,000 dollars and a state whose Port of Los Angeles handled more than ten million TEUs in 2025, and an offer plan can be written from rules instead of habit.

Shipping into the state
California is 155,779 square miles of land, and what you charge for delivery is a tax decision here. A delivery charge by a common carrier is untaxed only when it appears as its own line on the invoice, and a combined shipping and handling label puts the handling part inside the taxable amount. The Port of Los Angeles handled 10,239,318 TEUs in 2025, so a store that imports through it should tie an offer on a product to units actually on hand, not to a ship date from a supplier.
A cart discount plan built on California's tax rules
- Before you design the tiers
Fund the discount yourself. The CDTFA treats a retailer coupon as a reduction of what is taxed, while money a manufacturer or another third party pays you toward a discount is handled differently. A cart discount tier that you pay for out of your own margin keeps the arithmetic simple: the customer is taxed on what they pay.
- When you set the tiers
Work out each tier on the price after tax at the county rate and on the price before it, and decide which one your banner quotes. The statewide base is 7.25 percent and district taxes add 0.10 to 2.00 percent, so on a 100 dollar cart the state portion alone is 7.25 dollars and each district adds 0.10 to 2.00 dollars more, which means the same tier looks different at checkout in different cities.

- When you set shipping
Keep shipping as its own line named delivery or shipping, and keep any handling fee out of it. A separately stated delivery charge by a common carrier is not taxed; a combined label puts handling inside the taxable amount.
- Each year, and before a big sale
Check your California sales against the 500,000 dollar line for the current and the preceding calendar year, because a sale-week surge can cross it mid-year. Crossing it means registering with the CDTFA.

Questions merchants ask
- Does a store discount reduce the sales tax I collect in California?
- Per CDTFA Publication 113, retailer coupons are excluded from your total taxable sales unless the customer paid you for the coupon, so a discount you fund yourself generally lowers the taxed amount. Manufacturer reimbursements are treated differently. This is not tax advice; confirm with the CDTFA.
- Is shipping taxable in California?
- The CDTFA says delivery charges are not taxed when a common carrier, the U.S. Mail or an independent contractor delivers and the charge is stated separately on the invoice, and they are taxable when not separately stated or when you use your own vehicle. Handling charges are generally taxable. Confirm with the CDTFA; this is not tax advice.
- When must an out-of-state store collect California tax?
- The CDTFA's guidance under Revenue and Taxation Code section 6203 says a retailer with more than 500,000 dollars of combined sales for delivery in California in the preceding or current calendar year must register. This is not tax advice; confirm with the CDTFA.
- Why does the delivery address change my customer's tax?
- The statewide rate is 7.25 percent, but local add-on district taxes of 0.10 to 2.00 percent apply by location, and some places stack more than one. The CDTFA publishes the combined rates by county and city.
