Oregon has no sales tax: how that changes your thresholds, and what still applies
Most state pages for a Shopify store start with a tax holiday or a rate table. Oregon has neither, and that is the story. The Department of Revenue says the state does not have a general sales or use tax, so the number a shopper sees on a product page is the number they pay, before shipping. That makes the arithmetic of a spend-and-get-a-gift offer simpler: there is no tax line between the banner and the total, and the threshold you advertise is the threshold on the receipt. It does not mean Oregon asks nothing of an out-of-state seller. The Corporate Activity Tax is a different kind of levy, measured on a business's commercial activity in the state rather than added to a shopper's bill, and it has its own registration trigger. This page covers what the lack of a sales tax changes in your offers, how to read the CAT thresholds, and a tiered gift plan that uses the total as the threshold.

A gift ladder where the threshold is the total
- When you set the steps
Write each step on the subtotal, for example a gift at 50 dollars and a second gift at 100 dollars. Oregon has no general sales tax, so no tax is added after the subtotal and the number on the banner is the number the shopper pays for products. Say that the amounts exclude shipping, since shipping is the only line that moves the total.
- When you price the gift
Work out the margin on the cart from the full product total. In a state with a sales tax, part of what the shopper pays belongs to the state, so a margin check on the grand total overstates your revenue. In Oregon no such share exists, which keeps the gift cost, the threshold and the margin on one scale.
- Each quarter
Total your sales delivered into Oregon for the year to date. The Department asks for registration within 30 days of realizing 750,000 dollars in commercial activity, and the tax itself applies above 1 million dollars. Track the number so the registration date does not surprise you.

- Before you copy the plan for other states
Do not reuse this banner wording in a state that taxes sales. The sentence that no tax is added at checkout is true here because the Department says there is no general sales or use tax, and it is not true of any state that charges one.
- When you describe the tax in your terms
If the offer terms mention tax, do not say Oregon has no taxes. The Department separates a retail sales tax, which Oregon does not have, from the CAT, which is a levy on the business and not a line on the shopper's order.

Questions merchants ask
- Does Oregon have a sales tax?
- No general one. The Department of Revenue says Oregon does not have a general sales or use/transaction tax. That is a statement about the tax added to a shopper's order. The Corporate Activity Tax, described below, is a separate levy on businesses. This is not tax advice; confirm with the Oregon Department of Revenue.
- Does the Corporate Activity Tax apply to an out-of-state Shopify store?
- It can. The Department says the CAT reaches any business doing business in Oregon, that substantial nexus may be established through significant economic presence, and that sales delivered outside Oregon are not subject to it. It asks a business to register within 30 days of realizing 750,000 dollars in commercial activity for the year, and the tax applies above 1 million dollars of taxable Oregon commercial activity. How your own sales count is a question for the Department or a tax professional.
- How much is the Corporate Activity Tax?
- The Department states it as 250 dollars plus 0.57 percent of taxable Oregon commercial activity over 1 million dollars, with a 35 percent subtraction for certain business expenses, the greater of cost inputs or labor costs. The tax is not collected from shoppers at checkout.
- Do I need a tax line in Shopify for Oregon orders?
- A store that collects no Oregon sales tax shows no Oregon tax on those orders, because the Department says the state has no general sales or use tax. Check your store's tax settings for the other states you collect in, since each state is set separately.
- Does the lack of sales tax change what I can promise about a free gift?
- It changes the arithmetic, not the advertising rules. The federal guide on the word free, 16 CFR 251.1, still asks that the conditions of a free offer be stated clearly at the outset, whatever the state tax. This is not legal advice.

Shipping into the state
Oregon covers 95,988 square miles of land for about 4.27 million residents, so shipping distances inside the state vary a great deal even though the price shown is the price paid. Because there is no sales tax, a free shipping line set on the cart subtotal is also the line on the total before shipping, and a shopper who adds up the banner will get the same number at checkout. The one local rule to watch is not a checkout rule at all: the Corporate Activity Tax counts commercial activity delivered into the state, and it asks a business to register within 30 days of reaching 750,000 dollars.
