Portland: a city surcharge that skips small stores, a maker economy and a cart tier plan

Portland adds one city rule that a small Shopify store should check once and then set aside. The City of Portland's Clean Energy Surcharge is a 1 percent surcharge on retail sales within the city, imposed on Large Retailers, which the Revenue Division defines as businesses with retail sales of 1 billion dollars or more everywhere and 500,000 dollars or more in Portland. A store below the first line is not a Large Retailer. What the city does offer a small seller is a deep bench of local makers: Census County Business Patterns counts 27 coffee and tea manufacturers in Multnomah County for 2023, and the airport moved 18,563,132 passengers in 2025. This page sets out the surcharge, the local numbers and a cart discount tier plan with the Rose Festival as the dated anchor.

A cart discount tier plan for a Portland maker

  1. Before you set the tiers

Check the surcharge once. The City defines a Large Retailer as one with Retail Sales of 1 billion dollars or more everywhere and 500,000 dollars or more in Portland, so a store far below the first line is outside it. If you are close to either number, ask the Revenue Division.

  2. When you choose the first tier

Set the first tier above your typical order and below the point where the discount costs you more than the order earns. The cost of discounting post shows how to find that point. Portland's city surcharge is 1 percent of retail sales for a Large Retailer and does not enter your discount math if you are not one.

  3. When you set the second tier

Make the second tier a step the shopper can see from the first: one more item or one more bag. A tier plan works when each step is a small stretch, and the cart discount template shows both tiers in the cart.

  4. Around the Rose Festival

The festival's 2026 parade was on June 6, and the organizer had not posted 2027 dates when this page was written. Plan a June window now, and move the exact days when the dates appear. Do not print a date you have not seen on the festival's site.

  5. When you test the cart

Order from a Portland address and from another state, and compare the tax lines. This page does not cover Oregon's rules; the Oregon page does. Then check how the tiers combine with your free shipping rule.

Questions merchants ask

Does the Portland Clean Energy Surcharge apply to my store?
The City of Portland says it applies to Large Retailers, which it defines as businesses with Retail Sales of 1 billion dollars or more everywhere and 500,000 dollars or more in Portland. A store below the first figure is not a Large Retailer on that definition. This is not tax advice; confirm with the City of Portland Revenue Division.
What is the rate of the Clean Energy Surcharge?
The City says it is a 1 percent surcharge on Retail Sales within the City of Portland, effective for tax years beginning on or after Jan. 1, 2019.
When is the Portland Rose Festival in 2027?
The festival's site had not posted 2027 dates when this page was written. Its 2026 Grand Floral Starlight Parade was on June 6, 2026. Check rosefestival.org for the 2027 schedule.
How many passengers does Portland International Airport handle?
The Port of Portland's December 2025 report lists 18,563,132 enplaned and deplaned passengers for calendar 2025, up 6.0 percent from 2024.

A coffee roaster's cart tiers

With 27 coffee and tea manufacturers counted in Multnomah County in 2023, a roaster here competes with neighbors for the same shoppers. Cart tiers that reward a second and third bag keep the offer on volume instead of a deep single discount, and the discount floor post gives the formula for the lowest price you can offer.

An apparel maker's shipping line

Twenty-one apparel manufacturers in the county in 2023 means plenty of small runs and short stock. A free shipping line set just above the typical order lets a small run sell through without a sale price, and the threshold post shows how to set it from your own carrier costs.

Using the airport as a shipping check

PDX handled 207,081 metric tons of air freight in 2025, down 11.4 percent from 2024. Do not read that as a delivery promise. Use it as a reminder to test your carrier's service from a Portland ZIP to your top five destinations and write the cutoffs into the cart.

Where Portland sits

Outline map of Oregon with markers for PortlandPortland

Portland has a concentration of food, drink and apparel makers that sell direct to shoppers, so a store here can build offers around products it makes itself and price them from its own margin rather than from a wholesale channel.
