Wyoming is the least populous state, and low density sets the shipping question
The Census Bureau's Vintage 2025 estimate puts Wyoming at 588,753 residents on July 1, 2025, fewer than any other state, spread over 97,093 square miles of land. By our division of those two figures that is about 6.06 residents per square mile, the second-lowest density of the 50 states after Alaska's 1.29. For a Shopify store the number matters less as trivia than as a planning input: when customers are far apart, the cost of getting a parcel to them varies a lot from one address to the next, and a single free shipping threshold can hide that. The tax side is simpler than the geography. The Wyoming Legislature's own tax summary lists a 4 percent statewide sales and use tax with a 0 to 3 percent local option, and the enrolled act that took effect on July 1, 2024 left a single test for remote sellers, gross revenue from deliveries into the state above 100,000 dollars. This page sets out those figures, the park seasons that shape summer demand, and a shipping tier plan that treats distance as a cost line. This is not tax advice; confirm with the Wyoming Department of Revenue.

A shipping tier plan that treats distance as a cost line
Shipping
Wyoming has 97,093 square miles of land and 588,753 residents, which by our arithmetic is about 6.06 residents per square mile, and the parks add summer traffic: Yellowstone had 4,762,988 recreation visits in 2025, and the Park Service says over 80 percent of Devils Tower visits fall between Memorial Day and Labor Day. For a store, the planning question is the cost of the individual delivery, not a state average: the Legislature lists a 4 percent state tax with a 0 to 3 percent local option, and the Department of Revenue's rate chart is the place to get the combined rate for an address.

- Before you set a threshold
Pull your last ten Wyoming deliveries from your carrier account and write down what each cost you to ship, as planning advice and not a state rule. With about 6.06 residents per square mile by our arithmetic, addresses are far apart, so the ten costs will spread more than a set from a dense state does. If the highest is far above the median, a free shipping tier set to the median will lose money on the farthest orders.
- When you size the tier
Work one example with your own numbers. Assume the median Wyoming parcel costs you 9 dollars to ship and your gross margin is 45 percent: a 60 dollar order earns 27 dollars of margin before shipping, so free shipping takes a third of it, while a 120 dollar order earns 54 dollars and gives up one sixth. The tier belongs at the order value where giving up that cost still leaves the margin you need. All three figures are assumptions for the arithmetic.
- When you quote tax
Charge the combined rate for the delivery address. The Legislature lists the state rate as 4 percent with a 0 to 3 percent local option, and the Department of Revenue says the local taxes come in several kinds, including a resort district tax for Teton Village and Grand Targhee. The Division's Tax Rates page links a rate chart and says its address lookup is still being built, so check the chart for an address before you assume the state rate. This is not tax advice.

- Memorial Day to Labor Day, May 31 to Sept. 6, 2027
The Park Service says over 80 percent of Devils Tower visits fall in this window. Treat it as a month-level demand season for outdoor and travel products shipped to Wyoming addresses, and review your tier on the Monday before it starts. We do not have a source for how park visits change online orders, so measure your own order dates before you spend on it.

- When your Wyoming sales grow
Check the remote seller test once a year. The enrolled act sets it at gross revenue from deliveries into Wyoming above 100,000 dollars in the current or the preceding calendar year, with no transaction count after July 1, 2024. The act's text says every vendor, a term that includes a remote seller to the extent provided by section 39-15-501, must obtain a sales tax license, so a store that crosses the line should ask the Department of Revenue how to register.

Questions merchants ask
- What is Wyoming's sales tax rate?
- The Wyoming Legislature's summary of the state's taxes lists the sales and use tax as 4 percent statewide with a 0 to 3 percent local option. The Department of Revenue's presentation to the Joint Revenue Interim Committee says the local share is generally 1 to 2 percent, and the Excise Tax Division's rate chart has the combined rate for each jurisdiction. This is not tax advice; confirm with the Wyoming Department of Revenue.
- When does an out-of-state store have to collect Wyoming sales tax?
- Under W.S. 39-15-501 as amended by Enrolled Act No. 38 in 2024, a seller without a physical presence in Wyoming remits sales tax once its gross revenue from goods, admissions or services delivered into the state exceeds 100,000 dollars in the current or the immediately preceding calendar year. The act repealed subsection (a)(ii) and took effect July 1, 2024. This is not tax advice.
- Is there one tool that gives the rate for a Wyoming address?
- Not yet, according to the Excise Tax Division. Its Tax Rates page links a rate chart and a jurisdiction table and says it is currently working on an address lookup search. Use the chart until the lookup is published, and check the page again before you rely on a memory of a rate.
- Why does density matter for a free shipping offer?
- Wyoming has about 6.06 residents per square mile of land by our arithmetic on two Census tables, second-lowest after Alaska. Distance between customers makes the cost of one delivery vary more, so a tier set to an average can lose money on the far orders. This is planning advice from us, and your own carrier data is the test.
- Does a Wyoming resort district tax apply to an online order?
- The Department of Revenue's presentation names a resort district tax for Teton Village and Grand Targhee but says nothing about shipments to those places, so we cannot say whether it applies to a delivered order. Ask the Department of Revenue about your own case before you assume it does not.
