Kansas City: one metro, two states, and a Missouri rate that changes by county

Kansas City is the one place on this site where the delivery address decides which state's rules apply, because the metro straddles the Missouri and Kansas line and the Kansas City Terminal Railway's own tracks do too. On the Missouri side, the Department of Revenue's October to December 2026 table lists Kansas City under four counties with different base rates: 8.975 percent in the Jackson County portion, 8.725 percent in Clay and Platte, and 9.1 percent in Cass, before any community improvement or transportation district adds more. Kansas levies a 6.5 percent state tax in its statute, and Kansas City, Kansas is a separate city with its own local rate. For a Shopify store the practical consequence is a shipping offer that has to work for a shopper on either side of the line. This page uses the published rates, the rail terminal's own description and the Census count to build a free-shipping plan that is priced before tax, so one banner is true for both addresses. The Missouri page covers that state's back-to-school holiday and opt-outs. This is not tax advice; confirm with the Missouri Department of Revenue and the Kansas Department of Revenue.

Where Kansas City sits

The Kansas City Terminal Railway calls Kansas City the second largest rail hub in the United States, and its 95 miles of track span Missouri and Kansas, so the metro is both a freight junction and a place where the delivery address decides the tax rules.

A free-shipping tier that works on both sides of the state line

  1. Before you set the threshold

Pick the line from your own parcel costs and order values, and write it as a before-tax amount. Shopify counts product prices only toward a free shipping minimum, so the line does not move with the tax rate.

  2. When you configure tax by address

Do not assume one Kansas City rate. The Missouri table has base rates of 8.975, 8.725 and 9.1 percent by county and, by our count of its Kansas City rows, rates up to 11.975 percent at district addresses, and Kansas has its own state rate of 6.5 percent plus a local rate.

  3. When you write the shipping promise

Promise the day you ship, not the day the parcel arrives. The metro's rail terminal is a freight hub for the railroads that own it, and it says nothing about parcel delivery times.

  4. Friday, Aug. 27, 2027

If travelers are a real share of your orders, add a game-weekend note with a shipping cutoff, and end it when the weekend ends. Nebraska's opener is the only dated Kansas City event on this page, so do not build a season around it.

A free shipping line priced before tax

Set the free shipping minimum on product prices, which is how Shopify's free shipping discount counts it, so the same 75 dollar line is true for a shopper in Jackson County, Missouri and one in Kansas City, Kansas, even though their tax rates differ.

Do not sell the rail hub as speed

The Terminal Railway moves freight between railroads. It does not set your carrier's pickup time or price, so a banner that says orders arrive faster because Kansas City is a rail hub is not something you can back up.
