Selling into Georgia: stacked local taxes, the Savannah port and a gift plan

Georgia sets a 4 percent statewide sales tax rate and adds local taxes on top (the Department of Revenue's own examples show 1 percent local taxes stacked four and five deep), so two addresses in the same state can see different totals at checkout. Out-of-state sellers face a revenue test rather than a store test: the General Assembly lowered the line for a remote seller from 250,000 dollars to 100,000 dollars of Georgia sales in the previous or current calendar year, for sales from Jan. 1, 2020. The other side of the state is freight. The Georgia Ports Authority reports that the Port of Savannah handled 5.67 million TEUs in its 2026 fiscal year, with rail and truck links that move boxes inland every day. This page puts those facts to work for a Shopify store that wants a cart offer to start when its stock arrives.

Shipping into the state

Georgia covers 57,513 square miles of land, and the Georgia Ports Authority reports 40 ship calls and 42 doublestack trains a week at Savannah, plus 541,405 rail containers in fiscal year 2026. A store that imports through the port can see its stock arrive on a schedule, and a cart offer built around that stock has a natural start date. Delivery inside the state is where local taxes stack, so a basket that crosses a threshold before tax can still look different at checkout from one county to the next.

Questions merchants ask

What is the sales tax rate in Georgia?
The Georgia Department of Revenue describes the statewide rate as 4 percent. Local taxes are added on top, and a city tax generally applies for delivery in Atlanta, so the rate at checkout depends on the delivery address; the Department's examples use local taxes of 1 percent each. Use the Department's current rate chart for an address; this is not tax advice.
When does an out-of-state seller have to collect Georgia sales tax?
House Bill 182 set the revenue line at more than 100,000 dollars of retail sales delivered into Georgia in the previous or current calendar year, replacing 250,000 dollars, for sales from Jan. 1, 2020. Other triggers can also apply, so confirm your situation with the Department of Revenue; this is not tax advice.
Does Georgia have a sales tax holiday I should plan a promotion around?
The Department of Revenue's rate page does not mention one, so this page does not plan around any. Check the Department's site before you promote anything as tax free.
Does a marketplace collect Georgia tax on my Shopify store's sales?
No. The Department says a marketplace facilitator collects and remits tax on the sales it facilitates, and that sales a facilitator makes directly go under a separate account. Orders on your own Shopify store are not facilitated by a marketplace, so they count toward your own Georgia total. Confirm with the Department; this is not tax advice.
What has the Georgia Ports Authority added lately?
The Authority's July 2026 release says the Brampton Road Connector, a four-lane highway from Gate 3 to the interstate, opened to port truck traffic on July 15 and that the Gainesville Inland Port opened in May, and it mentions five big ship container berths added in Savannah. These are the Authority's own statements.
How much freight moves through the Port of Savannah?
The Georgia Ports Authority reports 5.67 million TEUs for fiscal year 2026, 541,405 containers moved by rail at Mason Mega Rail and 49,319 intermodal containers at the Appalachian Regional Port. These are the Authority's own figures for its fiscal year 2026.

A spend-and-get gift plan timed to Savannah arrivals

  1. Before you set the gift threshold

Decide whether the line counts the sale before or after tax and say so in the banner. Using the Department's own example of the 4 percent state rate plus four 1 percent local taxes, a 100 dollar basket carries 8.00 dollars of tax, so a line written as 100 dollars can mean 100 or 108 at the register depending on how you word it.

  2. When container stock lands

If your stock comes through Savannah, start the gift offer when the boxes are on your shelf, not when the booking is made. The Authority reports 40 ship calls and 42 doublestack trains a week, so arrivals are frequent; choose a gift from the pallet you can see, not one still at sea.

  3. When you choose the gift

Price the gift at its landed cost, including the freight that brought it in, and set the threshold above your usual basket. Savannah's volumes can move month to month (June 2026 was up 18 percent on the year before), so recheck landed cost when your next shipment arrives.

  4. As Georgia sales grow

Keep a running total of gross sales delivered to Georgia. The line in House Bill 182 is 100,000 dollars in the previous or current calendar year, so a store that gifts its way to growth can cross it sooner than planned. Register before the sale that takes you over, not after.

  5. If you sell through a marketplace

Check which of your sales a marketplace collects Georgia tax on. The Department says a facilitator must collect once combined sales reach 100,000 dollars, and sales on your own Shopify store are not facilitated by it, so count them separately.
